Louisville and Jefferson County Metropolitan Sewer District (MSD) is conducting an M/WBE Disparity Study (Study) intended to determine the level of Minority and Woman Business Enterprise (M/WBE) participation on contracts awarded by MSD and its contractors. The Study will assess policies and procedures regarding M/WBE participation. Also, recommendations will be offered to increase M/WBE utilization.
MSD has contracted Mason Tillman Associates, Ltd. (Mason Tillman), an Oakland, California-based public policy firm and national expert in conducting disparity studies, to perform the Study. The Study will examine contract awards in construction, construction-related services, engineering and professional services, and materials and commodities from July 1, 2010, to June 30, 2015. To determine whether there is a disparity in the engagement of ready, willing, and able M/WBEs to perform on MSD’s contracts, Mason Tillman will analyze public contract records, identify enterprises doing business in MSD’s market area, and collect anecdotal accounts from M/WBE and non-M/WBE business owners in MSD’s market area.
The Study is scheduled to be completed in June 2017. A successful study requires the involvement of businesses that are willing and able to perform public contracts. Mason Tillman and its partners will interview business owners concerning their experiences contracting with MSD.
